According to a complaint filed with the BHRC by Buxar resident Vivek Kumar on November 18, 2013, a chowkidar of Dhansoi police station (PS) brought a motorcycle belonging to the SHO of the PS for puncture repair. However, when the petitioner asked for Rs 30 as repair charges, the SHO arrested him and also asked for the shop licence. "The petitioner was assaulted in the PS by the SHO and locked in hajat," BHRC member Neelmani said, adding when the petitioner's father and uncle rushed to the police station, they were asked to pay Rs 30,000 for his release or else he would be implicated in a false case.

As per the complaint, the petitioner's father and uncle coughed up Rs 15,000 through the chowkidar and the petitioner was released the same night. "A detailed inquiry report submitted by the Buxar SDPO established assault on the petitioner by the SHO and confinement in the lock-up," Neelmani said, adding the incident generated strong protest and led to traffic blockade in the area.

 SUPAUL: Seething with anger over the death of a rickshaw-puller after he was severely thrashed by a SSB (Sashastra Seema Bal) jawan, an irate mob set on fire Kunaili police station and torched two police jeeps at Kunaili under Nirmali sub-division in Supaul district late Monday night.

What sparked the mob fury was the refusal of Kunaili police station personnel to register an FIR, charging the SSB jawan with murder, informed sources disclosed. Police reportedly opened three rounds of fire, too, to scare away the furious mob, creating pandemonium in the market. Shopkeepers hurriedly downed their shutters and ran helter-skelter, sources said.

A rickshaw-puller Mohammad Sultan, 30, and resident of Kunaili bazaar was intercepted by a SSB jawan when he was heading towards Bihar-Nepal border, carrying some articles, police said.

A wordy duel ensued between them, and following this, the SSB jawan allegedly thrashed him severely as a result of which the rickshaw-puller sustained grievous injuries. He was immediately taken to additional PHC at Kunaili. The rickshaw-puller succumbed to his injuries around 8.30pm on Monday night, triggering huge anger and protest, police sources said. The irate mob insisted upon the Kunaili police station personnel to lodge an FIR, charging the SSB jawan with culpable murder, sources disclosed. But, when the cops dragged their feet, it only added grist to their fury, sources said.

Seething with angst, the mob resorted to stone pelting at the police station and thereafter torched a police jeep and a Bolero standing on the campus. They also set the police station on fire on Monday, police said.

With the situation spinning out of their hands, police reportedly resorted to three rounds of fire to disperse the angry mob. No one was, however, injured in police fire. Nirmali SDPO Nesar Ahmad immediately rushed to the spot, and camped there.

Supaul SP Sudhir Kumar Porika, who visited the troubled spot, told TOI on Tuesday that the errant SSB jawan has already been arrested, and said the situation is now under control.
